0:00:00.580,0:00:02.879 (Ambient music) 0:00:09.160,0:00:12.860 A lot of issues that we [br]care about and are active in 0:00:12.860,0:00:14.900 there's absolutely [br]a personal connection. 0:00:15.300,0:00:19.780 It's personal, our family, [br]from my very first date 0:00:19.780,0:00:21.300 with my wife Angela. 0:00:21.560,0:00:25.520 She shared with me[br]her experience in growing up 0:00:25.520,0:00:28.429 as not just a daughter [br]to a single mother, 0:00:28.559,0:00:31.370 but as her mother's [br]caretaker and advocate. 0:00:31.630,0:00:34.080 My mother suffers from... 0:00:34.080,0:00:36.485 or her diagnosis, I should say, 0:00:36.485,0:00:39.322 is a a bipolar I[br]schizoaffective disorder 0:00:39.500,0:00:42.507 So a pretty severe diagnosis. 0:00:44.200,0:00:49.090 Just having learned and been inspired [br]by Angel's experience over the years 0:00:49.090,0:00:50.240 and her familiy's 0:00:50.346,0:00:53.769 really rallying around in support [br]of my mother-in-law. 0:00:54.123,0:00:55.410 It... 0:00:56.360,0:01:01.160 Drove home the lesson [br]that she's she's doing well. 0:01:01.190,0:01:03.010 We could say she's thriving. 0:01:03.010,0:01:05.775 So if there's hope for her,[br]there's hope for almost anybody. 0:01:05.799,0:01:09.791 We know that there's certainly [br]significant need around the country 0:01:09.791,0:01:11.923 for improved mental health support. 0:01:12.840,0:01:17.680 The need for better access[br]to mental health services 0:01:17.770,0:01:20.210 and care, you know... 0:01:20.520,0:01:24.880 By the numbers, it was an epidemic [br]before the covid-19 pandemic. 0:01:25.710,0:01:28.892 But Covid really put[br]a spotlight on the need 0:01:29.015,0:01:32.115 and exacerbated the crisis. 0:01:32.759,0:01:35.399 And so, it was with a sense of urgency 0:01:35.399,0:01:39.770 that we wanted to raise [br]the conversation, the priority level, 0:01:39.900,0:01:42.571 In Congress and particulary[br]here in the Senate. 0:01:42.760,0:01:45.600 (cheerful music) 0:01:47.570,0:01:48.359 Sure. 0:01:48.359,0:01:51.560 Well a lot of credit frankly goes[br]to not just my colleagues, 0:01:51.560,0:01:53.880 Senator Tina Smith, [br]on the Democratic side, 0:01:54.160,0:01:59.222 but to my Republican colleague, [br]Senator Tillis and Senator Ernst. 0:01:59.479,0:02:02.670 The four of us, sort of, [br]the founding chairs of this caucus. 0:02:03.080,0:02:05.900 It was important to make it bipartisan. 0:02:06.270,0:02:12.019 Far too often issues become [br]very partisan very quickly 0:02:12.019,0:02:14.640 and it makes it harder [br]to make progress... 0:02:14.820,0:02:16.115 as a result. 0:02:16.300,0:02:19.920 but, you know, mental health [br]challenges know no boundaries. 0:02:19.920,0:02:22.714 It's not a red State issue,[br]it's not a blue State issue, 0:02:22.780,0:02:24.250 it's a people issue. 0:02:24.675,0:02:25.675 And... 0:02:26.400,0:02:28.580 I give them credit [br]for recognizing that. 0:02:28.708,0:02:29.928 and it was interesting 0:02:30.396,0:02:33.179 as soon as we approach [br]the conversation about the idea 0:02:33.419,0:02:36.020 the first thing, just, like, you know,[br]your first question to me 0:02:36.020,0:02:37.845 the first part of my response 0:02:37.845,0:02:40.939 was not statistics and, [br]you know, position papers 0:02:40.939,0:02:43.134 but personal stories,[br]personal connections 0:02:43.289,0:02:47.309 And it's become one of [br]the first priorities of this caucus, 0:02:47.632,0:02:49.643 how do we use this[br]as a platform 0:02:49.880,0:02:52.490 for people to share their story? 0:02:52.750,0:02:56.480 and in so doing, [br]both deliver the message 0:02:56.480,0:02:59.956 and maybe a little inspiration [br]for anybody out there 0:03:00.120,0:03:02.350 to share theirs. 0:03:02.480,0:03:04.840 you know, one of the [br]big challenges that we have 0:03:04.840,0:03:07.000 in improving [br]mental health in America 0:03:07.000,0:03:08.534 is overcoming stigma. 0:03:08.680,0:03:10.490 there's still far too many people 0:03:10.490,0:03:14.073 that are either too embarrassed[br]or shy or reluctant 0:03:14.073,0:03:16.599 to come foward and ask for help [br]when they need help, 0:03:16.869,0:03:18.960 because of the stigma [br]around mental health. 0:03:19.170,0:03:22.380 We are working hard 0:03:22.380,0:03:25.599 And, again, this is something [br]I learned first from my wife Angela. 0:03:25.681,0:03:27.480 When somebody hurts their leg 0:03:27.724,0:03:29.280 we don't hesitate to go 0:03:29.280,0:03:31.849 "get a check out by a doctor [br]maybe you need an x-ray" 0:03:31.849,0:03:35.018 if, you know, you're[br]suffering from a heart attack, 0:03:35.159,0:03:38.922 there's no shame in going [br]to a doctor and to a hospital 0:03:38.922,0:03:40.762 and in getting [br]the care that you need. 0:03:40.762,0:03:41.987 But when it comes to 0:03:41.987,0:03:44.040 when something [br]may be wrong with the brain 0:03:44.040,0:03:45.580 you know, a very precious organ 0:03:45.730,0:03:47.210 there's still that stigma. 0:03:47.210,0:03:49.301 so we need to [br]overcome that stigma 0:03:49.420,0:03:53.130 and a lot of that is by, [br]you know, leading by example 0:03:53.130,0:03:55.115 and willing to share our stories 0:03:55.115,0:03:58.640 and being very public [br]about experiences and... 0:03:59.280,0:04:03.730 You know, that's one of [br]the first goals of the caucus. 0:04:04.480,0:04:06.950 (cheeful music) 0:04:09.850,0:04:11.280 The first thing I point to 0:04:11.280,0:04:13.799 is the first bill that [br]we've introduced as a caucus. 0:04:14.119,0:04:18.630 Recently the country [br]rolled out a 988 system 0:04:18.900,0:04:20.850 similar to 911, 0:04:20.850,0:04:23.350 a dedicated number,[br]easy to remember, 0:04:23.620,0:04:26.480 that anybody can call [br]if you need somebody to speak to 0:04:26.800,0:04:28.259 if you're in a crisis 0:04:28.289,0:04:30.829 or observe somebody in a crisis. 0:04:30.999,0:04:34.201 There's somebody [br]available to talk 24/7 0:04:34.460,0:04:36.430 English or in Spanish, 0:04:36.480,0:04:40.269 or to text with, 24/7 [br]in English or in Spanish 0:04:40.269,0:04:44.180 to help walk you through a situation 0:04:44.180,0:04:46.590 whether it's a crisis or not. 0:04:47.020,0:04:48.820 (cheerful music) 0:04:53.720,0:04:56.039 not you know sort of big picture other 0:04:56.039,0:04:59.160 uh priorities for the caucus uh are 0:04:59.160,0:05:00.479 number one 0:05:00.479,0:05:03.560 um you the the safer communities act 0:05:03.560,0:05:07.320 that was uh passed and signed into law 0:05:07.320,0:05:09.520 uh couple years ago now almost two years 0:05:09.520,0:05:13.120 ago now included a huge amount of 0:05:13.120,0:05:15.520 funding for mental health services 0:05:15.520,0:05:17.520 across the country this was the bill 0:05:17.520,0:05:19.720 that came after the shooting in nodi 0:05:19.720,0:05:22.440 Texas uh you know some important pieces 0:05:22.440,0:05:24.639 when it comes to gun safety that were 0:05:24.639,0:05:27.759 approved on a bipartisan basis but this 0:05:27.759,0:05:30.319 investment in mental health uh programs 0:05:30.319,0:05:32.680 is hugely significant so want to make 0:05:32.680,0:05:35.240 sure that those dollars are moving uh 0:05:35.240,0:05:38.199 quickly uh appropriately strategically 0:05:38.199,0:05:41.479 responsibly but uh quickly as well uh 0:05:41.479,0:05:43.600 because of the need that's out there and 0:05:43.600,0:05:45.199 then uh the last piece I'll just mention 0:05:45.199,0:05:47.759 right now is our bipartisan recognition 0:05:47.759,0:05:49.840 of the need to have a plan when it comes 0:05:49.840,0:05:52.479 to Workforce uh if we're encouraging 0:05:52.479,0:05:54.080 more people to seek help when they 0:05:54.080,0:05:57.280 needed uh and uh to overcome the the 0:05:57.280,0:06:00.319 stigma and reluctance uh to seek help 0:06:00.319,0:06:01.600 then we need to make sure that there's 0:06:01.600,0:06:03.880 enough you psychiatrists psychologists 0:06:03.880,0:06:06.360 and counselors therapists and you know 0:06:06.360,0:06:07.919 all the folks who work in the mental 0:06:07.919,0:06:10.120 health space uh to be able to provide 0:06:10.120,0:06:11.800 that support and to provide that level 0:06:11.800,0:06:15.400 of service uh so having a a plan with 0:06:15.400,0:06:18.280 some antenas for a Workforce Development 0:06:18.280,0:06:20.570 uh is another 0:06:20.570,0:06:23.759 [Music] 0:06:23.759,0:06:25.560 priority one of the things that we 0:06:25.560,0:06:28.520 recognize is not uh every person with a 0:06:28.520,0:06:30.960 mental illness is home less not every 0:06:30.960,0:06:33.520 person experiencing homelessness uh has 0:06:33.520,0:06:34.919 a mental illness but there is 0:06:34.919,0:06:37.960 significant significant overlap uh and 0:06:37.960,0:06:40.440 so a lot of the the strategies at the 0:06:40.440,0:06:43.759 Grassroots level will reflect that uh 0:06:43.759,0:06:45.280 you know for all the emphasis there is 0:06:45.280,0:06:47.759 on additional uh need for housing 0:06:47.759,0:06:49.400 particularly affordable housing and 0:06:49.400,0:06:52.120 transitional shelters that is important 0:06:52.120,0:06:54.919 but it's really hard for uh to to bring 0:06:54.919,0:06:57.400 somebody in from the outdoor sustainably 0:06:57.400,0:06:59.199 if we're not also providing the mental 0:06:59.199,0:07:03.200 he support uh that they 0:07:03.200,0:07:06.560 [Music] 0:07:06.560,0:07:08.639 need so funing we'll go to the states 0:07:08.639,0:07:10.479 and we work with the states to uh 0:07:10.479,0:07:12.280 recognize what are the priority areas 0:07:12.280,0:07:14.960 and in California you know not just Los 0:07:14.960,0:07:17.400 Angeles not just San Francisco but from 0:07:17.400,0:07:20.800 San Diego to Sacramento to Fresno I mean 0:07:20.800,0:07:24.039 I I don't know a medium to large siiz 0:07:24.039,0:07:27.120 city that uh doesn't have uh this 0:07:27.120,0:07:29.800 challenge of utilizing Mental Health 0:07:29.800,0:07:34.919 Services uh as a core strategy in uh 0:07:34.919,0:07:37.639 supporting the unhoused population uh uh 0:07:37.639,0:07:40.760 come into affordable 0:07:40.760,0:07:45.039 [Music] 0:07:45.039,0:07:47.440 housing separate from the pocket itself 0:07:47.440,0:07:50.440 I have my own piece of legislation that 0:07:50.440,0:07:52.400 would seek to advance through 0:07:52.400,0:07:56.520 Investments uh a culturally competent 0:07:56.520,0:08:00.039 and linguistically competent Workforce 0:08:00.039,0:08:01.639 as I mentioned earlier with more 0:08:01.639,0:08:03.280 encouraging more people to seek help 0:08:03.280,0:08:04.840 when more people seek help we need to 0:08:04.840,0:08:07.080 make sure that we have the capacity to 0:08:07.080,0:08:09.720 provide that support uh and not just 0:08:09.720,0:08:12.080 more uh doctors and counselors 0:08:12.080,0:08:15.159 therapists Etc but the the workforce 0:08:15.159,0:08:17.400 that uh have the language and cultural 0:08:17.400,0:08:22.160 competency to uh best serve that diverse 0:08:22.160,0:08:25.280 [Music] 0:08:25.280,0:08:27.639 population uh yes so again the the 0:08:27.639,0:08:30.520 funding uh approved through the uh safer 0:08:30.520,0:08:33.560 communities act from uh almost two years 0:08:33.560,0:08:35.680 ago has significant amounts of the 0:08:35.680,0:08:38.760 mental health uh dollars dedicated to 0:08:38.760,0:08:41.800 schools you know it's a uh been a 0:08:41.800,0:08:43.760 longtime effort to try to maintain a 0:08:43.760,0:08:45.560 nurse in every school right whether it's 0:08:45.560,0:08:47.839 Minister medications or you know putting 0:08:47.839,0:08:50.040 you know Band-Aids on pets this is the 0:08:50.040,0:08:52.320 father of three boys speaking you know 0:08:52.320,0:08:54.360 it'd be a dream scenario to have a 0:08:54.360,0:08:56.680 counselor or a therapist at every 0:08:56.680,0:08:59.959 school or or ideally even a Wellness 0:09:00.759,0:09:03.621 They're relatively new concepts [br]in the United States 0:09:03.621,0:09:07.820 but those that are proven to be[br]very helpful to students and communities 0:09:08.140,0:09:11.999 But with resources [br]we can expand that model 0:09:12.039,0:09:14.150 much sooner rather than later. 0:09:14.295,0:09:18.554 (Cheeful music)
