WEBVTT 00:00:00.580 --> 00:00:02.879 (Ambient music) 00:00:09.160 --> 00:00:12.860 A lot of issues that we care about and are active in 00:00:12.860 --> 00:00:14.900 there's absolutely a personal connection. 00:00:15.300 --> 00:00:19.780 It's personal, our family, from my very first date 00:00:19.780 --> 00:00:21.300 with my wife Angela. 00:00:21.560 --> 00:00:25.520 She shared with me her experience in growing up 00:00:25.520 --> 00:00:28.429 as not just a daughter to a single mother, 00:00:28.559 --> 00:00:31.370 but as her mother's caretaker and advocate. 00:00:31.630 --> 00:00:34.080 My mother suffers from... 00:00:34.080 --> 00:00:36.485 or her diagnosis, I should say, 00:00:36.485 --> 00:00:39.322 is a a bipolar I schizoaffective disorder 00:00:39.500 --> 00:00:42.507 So a pretty severe diagnosis. 00:00:44.200 --> 00:00:49.090 Just having learned and been inspired by Angel's experience over the years 00:00:49.090 --> 00:00:50.240 and her familiy's 00:00:50.346 --> 00:00:53.769 really rallying around in support of my mother-in-law. 00:00:54.123 --> 00:00:55.410 It... 00:00:56.360 --> 00:01:01.160 Drove home the lesson that she's she's doing well. 00:01:01.190 --> 00:01:03.010 We could say she's thriving. 00:01:03.010 --> 00:01:05.775 So if there's hope for her, there's hope for almost anybody. 00:01:05.799 --> 00:01:09.791 We know that there's certainly significant need around the country 00:01:09.791 --> 00:01:11.923 for improved mental health support. 00:01:12.840 --> 00:01:17.680 The need for better access to mental health services 00:01:17.770 --> 00:01:20.210 and care, you know... 00:01:20.520 --> 00:01:24.880 By the numbers, it was an epidemic before the covid-19 pandemic. 00:01:25.710 --> 00:01:28.892 But Covid really put a spotlight on the need 00:01:29.015 --> 00:01:32.115 and exacerbated the crisis. 00:01:32.759 --> 00:01:35.399 And so, it was with a sense of urgency 00:01:35.399 --> 00:01:39.770 that we wanted to raise the conversation, the priority level, 00:01:39.900 --> 00:01:42.571 In Congress and particulary here in the Senate. 00:01:42.760 --> 00:01:45.600 (cheerful music) 00:01:47.570 --> 00:01:48.359 Sure. 00:01:48.359 --> 00:01:51.560 Well a lot of credit frankly goes to not just my colleagues, 00:01:51.560 --> 00:01:53.880 Senator Tina Smith, on the Democratic side, 00:01:54.160 --> 00:01:59.222 but to my Republican colleague, Senator Tillis and Senator Ernst. 00:01:59.479 --> 00:02:02.670 The four of us, sort of, the founding chairs of this caucus. 00:02:03.080 --> 00:02:05.900 It was important to make it bipartisan. 00:02:06.270 --> 00:02:12.019 Far too often issues become very partisan very quickly 00:02:12.019 --> 00:02:14.640 and it makes it harder to make progress... 00:02:14.820 --> 00:02:16.115 as a result. 00:02:16.300 --> 00:02:19.920 but, you know, mental health challenges know no boundaries. 00:02:19.920 --> 00:02:22.714 It's not a red State issue, it's not a blue State issue, 00:02:22.780 --> 00:02:24.250 it's a people issue. 00:02:24.675 --> 00:02:25.675 And... 00:02:26.400 --> 00:02:28.580 I give them credit for recognizing that. 00:02:28.708 --> 00:02:29.928 and it was interesting 00:02:30.396 --> 00:02:33.179 as soon as we approach the conversation about the idea 00:02:33.419 --> 00:02:36.020 the first thing, just, like, you know, your first question to me 00:02:36.020 --> 00:02:37.845 the first part of my response 00:02:37.845 --> 00:02:40.939 was not statistics and, you know, position papers 00:02:40.939 --> 00:02:43.134 but personal stories, personal connections 00:02:43.289 --> 00:02:47.309 And it's become one of the first priorities of this caucus, 00:02:47.632 --> 00:02:49.643 how do we use this as a platform 00:02:49.880 --> 00:02:52.490 for people to share their story? 00:02:52.750 --> 00:02:56.480 and in so doing, both deliver the message 00:02:56.480 --> 00:02:59.956 and maybe a little inspiration for anybody out there 00:03:00.120 --> 00:03:02.350 to share theirs. 00:03:02.480 --> 00:03:04.840 you know, one of the big challenges that we have 00:03:04.840 --> 00:03:07.000 in improving mental health in America 00:03:07.000 --> 00:03:08.534 is overcoming stigma. 00:03:08.680 --> 00:03:10.490 there's still far too many people 00:03:10.490 --> 00:03:14.073 that are either too embarrassed or shy or reluctant 00:03:14.073 --> 00:03:16.599 to come foward and ask for help when they need help, 00:03:16.869 --> 00:03:18.960 because of the stigma around mental health. 00:03:19.170 --> 00:03:22.380 We are working hard 00:03:22.380 --> 00:03:25.599 And, again, this is something I learned first from my wife Angela. 00:03:25.681 --> 00:03:27.480 When somebody hurts their leg 00:03:27.724 --> 00:03:29.280 we don't hesitate to go 00:03:29.280 --> 00:03:31.849 "get a check out by a doctor maybe you need an x-ray" 00:03:31.849 --> 00:03:35.018 if, you know, you're suffering from a heart attack, 00:03:35.159 --> 00:03:38.922 there's no shame in going to a doctor and to a hospital 00:03:38.922 --> 00:03:40.762 and in getting the care that you need. 00:03:40.762 --> 00:03:41.987 But when it comes to 00:03:41.987 --> 00:03:44.040 when something may be wrong with the brain 00:03:44.040 --> 00:03:45.580 you know, a very precious organ 00:03:45.730 --> 00:03:47.210 there's still that stigma. 00:03:47.210 --> 00:03:49.301 so we need to overcome that stigma 00:03:49.420 --> 00:03:53.130 and a lot of that is by, you know, leading by example 00:03:53.130 --> 00:03:55.115 and willing to share our stories 00:03:55.115 --> 00:03:58.640 and being very public about experiences and... 00:03:59.280 --> 00:04:03.730 You know, that's one of the first goals of the caucus. 00:04:04.480 --> 00:04:06.950 (cheeful music) 00:04:09.850 --> 00:04:11.280 The first thing I point to 00:04:11.280 --> 00:04:13.799 is the first bill that we've introduced as a caucus. 00:04:14.119 --> 00:04:18.630 Recently the country rolled out a 988 system 00:04:18.900 --> 00:04:20.850 similar to 911, 00:04:20.850 --> 00:04:23.350 a dedicated number, easy to remember, 00:04:23.620 --> 00:04:26.480 that anybody can call if you need somebody to speak to 00:04:26.800 --> 00:04:28.259 if you're in a crisis 00:04:28.289 --> 00:04:30.829 or observe somebody in a crisis. 00:04:30.999 --> 00:04:34.201 There's somebody available to talk 24/7 00:04:34.460 --> 00:04:36.430 English or in Spanish, 00:04:36.480 --> 00:04:40.269 or to text with, 24/7 in English or in Spanish 00:04:40.269 --> 00:04:44.180 to help walk you through a situation 00:04:44.180 --> 00:04:46.590 whether it's a crisis or not. 00:04:47.020 --> 00:04:48.820 (cheerful music) 00:04:53.720 --> 00:04:55.319 You know, sort of big picture 00:04:55.319 --> 00:04:59.070 other priorities for the caucus are 00:04:59.070 --> 00:05:00.109 number one: 00:05:00.479 --> 00:05:03.493 The Safer Communities Act 00:05:03.493 --> 00:05:06.641 that was passed and signed into law 00:05:07.320 --> 00:05:10.050 a couple years ago now, almost two years ago now. 00:05:10.274 --> 00:05:13.727 included a huge amount of funding 00:05:13.750 --> 00:05:16.553 for mental health services across the country. 00:05:16.780 --> 00:05:20.220 This was the bill that came after the shooting in Uvalde, Texas 00:05:20.354 --> 00:05:23.979 You know, some important pieces when it comes to gun safety 00:05:24.079 --> 00:05:26.899 that were approved on a bipartisan basis, 00:05:26.899 --> 00:05:30.319 but this investment in mental health programs 00:05:30.319 --> 00:05:31.945 is hugely significant. 00:05:31.950 --> 00:05:34.690 So why not make sure that those dollars are moving 00:05:34.850 --> 00:05:38.789 quickly, appropriately, strategically, responsibly 00:05:38.939 --> 00:05:41.121 but quickly as well, 00:05:41.202 --> 00:05:43.142 because of the need that's out there. 00:05:43.340 --> 00:05:45.959 And then the last piece I'll just mention right now 00:05:45.959 --> 00:05:47.759 is our bipartisan recognition 00:05:47.759 --> 00:05:50.730 of the need to have a plan when it comes to workforce. 00:05:51.160 --> 00:05:54.520 If we're encouraging more people to seek help when they need it, 00:05:54.690 --> 00:06:00.219 to overcome the stigma and reluctance to seek help 00:06:00.219 --> 00:06:03.880 then we need to make sure that there's enough psychiatrists, psychologists, 00:06:03.880 --> 00:06:05.900 and counselors and therapists. 00:06:05.940 --> 00:06:08.760 You know, all the folks who work in the mental health space 00:06:08.760 --> 00:06:12.580 to be able to provide that support and to provide that level of service. 00:06:12.804 --> 00:06:17.761 So having a a plan with some antenas for a workforce development 00:06:18.020 --> 00:06:20.570 is another priority. 00:06:20.570 --> 00:06:23.759 [Music] 00:06:23.759 --> 00:06:25.560 priority one of the things that we 00:06:25.560 --> 00:06:28.520 recognize is not uh every person with a 00:06:28.520 --> 00:06:30.960 mental illness is home less not every 00:06:30.960 --> 00:06:33.520 person experiencing homelessness uh has 00:06:33.520 --> 00:06:34.919 a mental illness but there is 00:06:34.919 --> 00:06:37.960 significant significant overlap uh and 00:06:37.960 --> 00:06:40.440 so a lot of the the strategies at the 00:06:40.440 --> 00:06:43.759 Grassroots level will reflect that uh 00:06:43.759 --> 00:06:45.280 you know for all the emphasis there is 00:06:45.280 --> 00:06:47.759 on additional uh need for housing 00:06:47.759 --> 00:06:49.400 particularly affordable housing and 00:06:49.400 --> 00:06:52.120 transitional shelters that is important 00:06:52.120 --> 00:06:54.919 but it's really hard for uh to to bring 00:06:54.919 --> 00:06:57.400 somebody in from the outdoor sustainably 00:06:57.400 --> 00:06:59.199 if we're not also providing the mental 00:06:59.199 --> 00:07:03.200 he support uh that they 00:07:03.200 --> 00:07:06.560 [Music] 00:07:06.560 --> 00:07:08.639 need so funing we'll go to the states 00:07:08.639 --> 00:07:10.479 and we work with the states to uh 00:07:10.479 --> 00:07:12.280 recognize what are the priority areas 00:07:12.280 --> 00:07:14.960 and in California you know not just Los 00:07:14.960 --> 00:07:17.400 Angeles not just San Francisco but from 00:07:17.400 --> 00:07:20.800 San Diego to Sacramento to Fresno I mean 00:07:20.800 --> 00:07:24.039 I I don't know a medium to large siiz 00:07:24.039 --> 00:07:27.120 city that uh doesn't have uh this 00:07:27.120 --> 00:07:29.800 challenge of utilizing Mental Health 00:07:29.800 --> 00:07:34.919 Services uh as a core strategy in uh 00:07:34.919 --> 00:07:37.639 supporting the unhoused population uh uh 00:07:37.639 --> 00:07:40.760 come into affordable 00:07:40.760 --> 00:07:45.039 [Music] 00:07:45.039 --> 00:07:47.440 housing separate from the pocket itself 00:07:47.440 --> 00:07:50.440 I have my own piece of legislation that 00:07:50.440 --> 00:07:52.400 would seek to advance through 00:07:52.400 --> 00:07:56.520 Investments uh a culturally competent 00:07:56.520 --> 00:08:00.039 and linguistically competent Workforce 00:08:00.039 --> 00:08:01.639 as I mentioned earlier with more 00:08:01.639 --> 00:08:03.280 encouraging more people to seek help 00:08:03.280 --> 00:08:04.840 when more people seek help we need to 00:08:04.840 --> 00:08:07.080 make sure that we have the capacity to 00:08:07.080 --> 00:08:09.720 provide that support uh and not just 00:08:09.720 --> 00:08:12.080 more uh doctors and counselors 00:08:12.080 --> 00:08:15.159 therapists Etc but the the workforce 00:08:15.159 --> 00:08:17.400 that uh have the language and cultural 00:08:17.400 --> 00:08:22.160 competency to uh best serve that diverse 00:08:22.160 --> 00:08:25.280 [Music] 00:08:25.280 --> 00:08:27.639 population uh yes so again the the 00:08:27.639 --> 00:08:30.520 funding uh approved through the uh safer 00:08:30.520 --> 00:08:33.560 communities act from uh almost two years 00:08:33.560 --> 00:08:35.680 ago has significant amounts of the 00:08:35.680 --> 00:08:38.760 mental health uh dollars dedicated to 00:08:38.760 --> 00:08:41.800 schools you know it's a uh been a 00:08:41.800 --> 00:08:43.760 longtime effort to try to maintain a 00:08:43.760 --> 00:08:45.560 nurse in every school right whether it's 00:08:45.560 --> 00:08:47.839 Minister medications or you know putting you know Band-Aids on pets 00:08:47.839 --> 00:08:49.380 00:08:49.530 --> 00:08:51.720 this is the father of three boys speaking. 00:08:51.870 --> 00:08:53.990 You know, it'd be a dream scenario 00:08:53.990 --> 00:08:57.293 to have a counselor or a therapist at every school 00:08:57.523 --> 00:09:00.419 or, ideally, even a Wellness Center. 00:09:00.759 --> 00:09:03.621 They're relatively new concepts in the United States 00:09:03.621 --> 00:09:07.820 but those that are proven to be very helpful to students and communities 00:09:08.140 --> 00:09:11.999 But with resources we can expand that model 00:09:12.039 --> 00:09:14.150 much sooner rather than later. 00:09:14.295 --> 00:09:18.554 (cheeful music)
