One thing that community groups have as an advantage over bureaucratic organisations
is that when they have their own websites
they don't have to ask permission, they don't have to go through editorial controls
they can just publish what they see as important
Whereas a bureaucratic organisation might have these systems
that prevent real interesting content about really important issues getting out
a community group can just put it on the website that day
they can send it to the people that they know
they can get people talking about it.
If they were forced to be part of a council website
you kind of get that media centric, that controlling nature
and the real message of what that excluded group wanted to say
would get taken control of.
