Trying to take over the world! 00:01:00.080 --> 00:01:05.760 Ok, it’s actually purging disloyal officials  to solidify his power over the CCP. And then   00:01:05.760 --> 00:01:11.280 trying to take over the world! But in  the face of a trade war with America,   00:01:11.280 --> 00:01:17.440 and a fraying economy at  home, are Xi’s days numbered?  00:01:17.440 --> 00:01:19.120 I love that show.  00:01:19.120 --> 00:01:19.680 So yes,  00:01:19.680 --> 00:01:24.800 Since Xi Jinping came to power in  2012, he’s purged a lot of people, 00:01:24.800 --> 00:01:26.720 Particularly in the military. 00:01:26.720 --> 00:01:30.880 This is pretty typical in Communist  China. It happens every 10-15 years. 00:01:30.880 --> 00:01:38.160 In 1959, Mao Zedong purged Marshal Peng Dehuai,  China’s Defense Minister at the time. Why? Because   00:01:38.160 --> 00:01:44.080 Peng resisted Mao’s cult of personality.  He obviously lost that power struggle. 00:01:44.080 --> 00:01:48.080 That sparked a huge round  of purges in the military. 00:01:48.080 --> 00:01:50.160 Fast forward to the 1970s. 00:01:50.160 --> 00:01:55.840 Mao’s chosen successor, Marshal Lin  Biao, allegedly tried to assassinate Mao, 00:01:55.840 --> 00:02:01.200 And so Mao began another massive purge  of top officials in the military.  00:02:01.200 --> 00:02:03.680 When Deng Xiaoping led the CCP,   00:02:03.680 --> 00:02:08.960 a failed Chinese invasion of Vietnam  led to another round of purges. 00:02:08.960 --> 00:02:14.000 When Jiang Zemin came to power in  the 90s, boom, more military purges. 00:02:14.000 --> 00:02:15.360 You get the idea. 00:02:15.360 --> 00:02:20.720 Purging the military is just what CCP leaders  do. It’s on their list, along with genociding   00:02:20.720 --> 00:02:26.240 a religious and/or ethnic minority of their  choice, and trying to take over the world.  00:02:26.240 --> 00:02:31.120 When Xi Jinping became the leader of the  CCP, he was in a massive power struggle   00:02:31.120 --> 00:02:38.000 with a political faction tied to former CCP  leader and current pickled toad Jiang Zemin.  00:02:38.000 --> 00:02:43.520 So of course he purged all the military  officials promoted under Jiang. Well,   00:02:43.520 --> 00:02:45.840 almost all of the military officials.  00:02:45.840 --> 00:02:49.760 Xi purged General Guo Boxiong,  who was in charge of military   00:02:49.760 --> 00:02:54.240 development and General Xu Caihou,  who was the political commissar.  00:02:54.240 --> 00:02:56.560 They had been in charge for a long time,   00:02:56.560 --> 00:03:02.160 so almost every top Chinese military  official had been promoted by them.  00:03:02.160 --> 00:03:04.640 Xi’s purge was devastating.  00:03:04.640 --> 00:03:09.280 He completely reorganized the People’s  Liberation Army command structure. 00:03:09.280 --> 00:03:12.640 And all the top positions  were now filled with people   00:03:12.640 --> 00:03:16.880 Xi personally promoted for their loyalty to him. 00:03:16.880 --> 00:03:22.320 And that’s what’s so weird about this recent  round of purges. Xi is getting rid of people 00:03:22.320 --> 00:03:27.600 like He Weidong, who are widely  believed to be Xi Jinping allies. 00:03:27.600 --> 00:03:33.360 He Weidong was big. He got what’s called  in Chinese politics, a helicopter ride.   00:03:33.360 --> 00:03:38.800 Xi promoted him several ranks at once, right  to the top. In 2019, he was put in charge of   00:03:38.800 --> 00:03:44.000 China’s Eastern Command. In other words,  the guys who would be invading Taiwan. 00:03:44.000 --> 00:03:50.240 Then two years ago, He was promoted to be  number three in China’s Central Military   00:03:50.240 --> 00:03:55.120 Commission—that’s the group that controls  the military. The number one position is,   00:03:55.120 --> 00:03:58.400 obviously Xi Jinping.  But the number two position 00:03:58.400 --> 00:04:02.080 is Zhang Youxia, the only survivor  00:04:02.080 --> 00:04:06.640 of the purges of General Guo  Boxiong and General Xu Caihou. 00:04:06.640 --> 00:04:11.760 So if you were placing bets on who Xi would  purge, you’d think Zhang Youxia , who was   00:04:11.760 --> 00:04:15.680 promoted by the generals appointed by  Xi Jinping’s arch enemy, would be way   00:04:15.680 --> 00:04:21.760 more likely. So why was it He Weidong?  Well, since this is the opaque world of   00:04:21.760 --> 00:04:26.560 inner Communist Party politics, there are  several explanations floating around.  00:04:26.560 --> 00:04:30.720 According to Miles Yu, who’s the director  of the China Center at the Hudson Institute, 00:04:30.720 --> 00:04:34.800 When Xi collapsed all the different  departments of the PLA during his big   00:04:34.800 --> 00:04:40.560 reorganization I mentioned earlier, this  created a lot of overlap. Redundancies. 00:04:40.560 --> 00:04:46.560 So with Generals Zhang Youxia and He Weidong, “They have overlapping core competencies.” 00:04:46.560 --> 00:04:52.320 “that's why you got enormous internal struggle  and fight against each other for favor. So it's   00:04:52.320 --> 00:04:57.120 basically a turf war and that's why Xi  Jinping had to sacrifice one of them.” 00:04:57.120 --> 00:05:02.800 Of course that doesn’t really explain why it was  He Weidong that got purged and not Zhang Youxia.  00:05:02.800 --> 00:05:05.200 So here’s another explanation. 00:05:05.200 --> 00:05:08.400 It has to do with this guy—Miao Hua. 00:05:08.400 --> 00:05:11.680 Miao was another member of the  Central Military Commission,   00:05:11.680 --> 00:05:16.720 and Xi Jinping’s main propaganda  guy for the military. So,   00:05:16.720 --> 00:05:22.960 a major Xi ally in the military. And he  got purged. That was a few months ago.  00:05:22.960 --> 00:05:27.520 Sinoinsider, a risk consultancy that  specializes in elite Chinese politics,   00:05:27.520 --> 00:05:33.440 suggests his purge could have been similar  to Chairman Mao’s purge of Lin Biao —a   00:05:33.440 --> 00:05:37.920 close ally that may have become too  ambitious for the Great Helmsman.  00:05:37.920 --> 00:05:41.440 “In the process of advancing  Xi’s political objectives,   00:05:41.440 --> 00:05:45.600 Miao could have inadvertently  cultivated his own power base,   00:05:45.600 --> 00:05:51.920 or was perceived by Xi as having cultivated a  power base that could threaten his interests.” 00:05:51.920 --> 00:05:56.240 Life as a CCP official sounds very  stressful. If you don’t get enough power,   00:05:56.240 --> 00:06:00.640 you get purged. If you get too much  power, you also get purged. If you   00:06:00.640 --> 00:06:05.600 even look like you might be getting  too much power, you still get purged.   00:06:05.600 --> 00:06:12.720 So if you’re about to get purged, what can you  do to save yourself? Rat other people out.  00:06:12.720 --> 00:06:16.800 According to Yuan Hongbing, an  Australia-based Chinese dissident,   00:06:16.800 --> 00:06:23.040 Miao Hua, in order to save his own skin,  made sweeping accusations of disloyalty.  00:06:23.040 --> 00:06:30.960 How sweeping? He accused around 1,300 people at  all ranks of the Chinese military of disloyalty,   00:06:30.960 --> 00:06:34.880 including people above him, like He Weidong.  00:06:34.880 --> 00:06:39.200 But then there’s yet another  explanation floating around out there— 00:06:39.200 --> 00:06:44.400 Xi Jinping is out of power.  As in, totally out of power.  00:06:44.400 --> 00:06:47.520 And General Zhang Youxia,  the number two guy in the   00:06:47.520 --> 00:06:51.360 Central Military Commission is really in charge.  00:06:51.360 --> 00:06:56.880 That’s why Xi allies are being purged.  Because now there’s a new guy at the top.   00:06:56.880 --> 00:07:01.760 As the guy basically in charge of China’s  military, Zhang would have a ton of power. 00:07:01.760 --> 00:07:05.360 And Xi has certainly made himself  a lot of enemies over the years. 00:07:05.360 --> 00:07:07.840 And with the Chinese economy struggling 00:07:07.840 --> 00:07:10.000 Young people unable to find work 00:07:10.000 --> 00:07:13.040 And a growing trade war with the United States 00:07:13.040 --> 00:07:17.440 Maybe enough people within the Chinese  Communist Party have had enough. 00:07:17.440 --> 00:07:21.360 And there certainly have been  coup *attempts* against Xi before. 00:07:21.360 --> 00:07:24.240 But there are some problems with this. 00:07:24.240 --> 00:07:29.680 Rumors of a *successful* coup against  Xi have obviously not always panned out. 00:07:29.680 --> 00:07:34.000 And looking at Chinese state-run media, you  don’t get a sense that Xi’s going anywhere. 00:07:34.000 --> 00:07:39.840 Instead you see, Xi Jinping Thought on  Culture leads path to national rejuvenation 00:07:39.840 --> 00:07:46.480 And Senior official calls for thoroughly studying,  implementing Xi Jinping Thought on Culture 00:07:46.480 --> 00:07:49.760 Officials at all levels,  particularly in the military,   00:07:49.760 --> 00:07:54.640 are still being told to study  Xi’s writings and speeches.  00:07:54.640 --> 00:07:57.200 Typically in Chinese Communist power struggles,   00:07:57.200 --> 00:08:02.960 *before* one faction topples another, they create  a narrative around it to sway public opinion.  00:08:02.960 --> 00:08:09.520 If Xi really were out of power, you wouldn’t  expect his propaganda to be so prominent. 00:08:09.520 --> 00:08:12.960 The real test of Xi’s power will come in 2027  00:08:12.960 --> 00:08:15.360 at the 21st Party Congress. 00:08:15.360 --> 00:08:21.720 And whether or not he gets, “elected” to  another 5 years as China’s supreme leader.  00:08:21.720 --> 00:08:27.120 Oh but don’t worry, there’s plenty of General  Hostility to watch before then. In fact, there are   00:08:27.120 --> 00:08:34.400 signs that there are bigger purges ahead. Not just  in the military, but throughout the entire CCP.  00:08:34.400 --> 00:08:38.960 Last month two CCP officials switched jobs. Now,   00:08:38.960 --> 00:08:42.960 that might not sound earthshaking,  but it’s highly unusual.  00:08:42.960 --> 00:08:46.320 In fact, unlike the military  purges that happen every decade,   00:08:46.320 --> 00:08:51.440 this has never happened before  since the CCP took over China.  00:08:51.440 --> 00:08:56.320 This is Shi Taifeng, who was in charge  of the United Front Work Department. 
  00:08:56.320 --> 00:09:03.200 He swapped jobs with this guy, Li Ganjie, who was  in charge of the Central Organization Department.  00:09:03.200 --> 00:09:08.800 The United Front is an incredibly important  department, because it’s in charge of influencing   00:09:08.800 --> 00:09:15.840 and subverting others for the CCP. Both  inside China and internationally. For example,   00:09:15.840 --> 00:09:22.000 all the influence campaigns targeting foreign  politicians are run by the United Front.  00:09:22.000 --> 00:09:24.800 These pandas? United Front operatives.  00:09:24.800 --> 00:09:30.640 But the Central Organization Department is even  more important than the United Front. Because it’s   00:09:30.640 --> 00:09:37.680 essentially the Human Resources Department for  the CCP. Except this HR Department can purge you.  00:09:37.680 --> 00:09:42.320 So if Xi Jinping is moving Shi Taifeng,  who’s considered one of his allies,   00:09:42.320 --> 00:09:48.880 to head the Central Organization Department,  that’s pretty big. Personnel issues are now   00:09:48.880 --> 00:09:54.880 a bigger priority for Xi than the United  Front’s influence and subversion campaigns.  00:09:54.880 --> 00:10:00.960 According to SinoInsider, “The move foreshadows a  sweeping purge or reassignment of officials in the   00:10:00.960 --> 00:10:06.320 Party, the government, and the military,  as well as major personnel changes.” 00:10:06.320 --> 00:10:08.000 You know what that means. 00:10:08.000 --> 00:10:12.000 In the Chinese Communist  Party, there is only one rule:   00:10:12.000 --> 00:10:16.240 live by the power struggle,  die by the power struggle.  00:10:16.240 --> 00:10:23.680 After a decade of purges, Xi Jinping still hasn’t  won.
