WEBVTT 00:00:00.080 --> 00:00:04.291 The US Navy is plagued with delays and failed  projects. 00:00:04.291 --> 00:00:08.234 While China, now boasts the largest navy in the world. 00:00:08.234 --> 00:00:14.560 Can Trump turn things  around and make US naval power great again? 00:00:14.560 --> 00:00:16.960 Welcome to America Uncovered. I’m Chris Chappell. 00:00:17.680 --> 00:00:21.883 I’ve been warning for years that the US Navy is  in serious dire straits. 00:00:21.883 --> 00:00:24.920 It’s like watching a ship slowly sink , 00:00:24.920 --> 00:00:29.920 except since this is the  Navy, it’s not like that, it is that. 00:00:29.920 --> 00:00:31.360 It needs to get its act together, 00:00:31.360 --> 00:00:33.790 especially with China beefing up its navy. 00:00:33.790 --> 00:00:37.120 According to a leaked 2023 US Navy analysis, 00:00:37.120 --> 00:00:43.760 “China’s Shipbuilding Capacity is 232 Times  Greater Than That of the United States”. 00:00:43.760 --> 00:00:47.720 In other words, China can make a whole lot more  ships than America. NOTE Paragraph 00:00:47.720 --> 00:00:50.270 Now I know what you might be thinking, sure, 00:00:50.270 --> 00:00:51.713 but what about the quality? 00:00:51.713 --> 00:00:56.400 Well  first of all, quantity is its own type of quality, 00:00:56.400 --> 00:00:57.893 and as you’ll see in a bit, 00:00:57.893 --> 00:01:01.360 the US  quality isn’t so hot anymore either. 00:01:01.360 --> 00:01:05.200 Right now, China has 370 ships, 00:01:05.200 --> 00:01:08.870 while the US only has 296. 00:01:08.870 --> 00:01:12.000 And  that number is actually shrinking. 00:01:12.000 --> 00:01:13.772 But China is growing. 00:01:13.772 --> 00:01:18.960 In 5  years China will have 425 ships, 00:01:18.960 --> 00:01:22.160 absolutely dwarfing the number of US ships. 00:01:22.160 --> 00:01:25.850 The scope of this problem has just been revealed  thanks to this new report 00:01:25.850 --> 00:01:27.590 by the Government Accountability Office. 00:01:27.590 --> 00:01:33.040 “U.S. Navy Shipbuilding  Is Consistently Over Budget and Delayed” 00:01:33.040 --> 00:01:36.114 Oh. That doesn’t sound very good. 00:01:36.114 --> 00:01:40.080 Especially  with a war with China looming on the horizon. 00:01:40.080 --> 00:01:44.160 The report says, “Despite nearly  doubling its shipbuilding budget 00:01:44.160 --> 00:01:50.160 over the last 2 decades, the U.S. Navy  hasn’t increased its number of ships.” 00:01:50.160 --> 00:01:52.478 Spending more money for less? 00:01:52.478 --> 00:01:56.320 Who’s running the Navy? California? 00:01:56.320 --> 00:01:58.160 There are a few reasons this has happened. 00:01:58.160 --> 00:02:03.008 For one, some shipyards don’t have enough room  to do what the Navy wants in time. 00:02:03.008 --> 00:02:06.680 Some also have just really, really old infrastructure 00:02:06.680 --> 00:02:09.040 that can delay construction and repair. 00:02:09.040 --> 00:02:13.920 It’s like asking someone to bake you  the world’s largest black forest cake, 00:02:13.920 --> 00:02:19.040 but they only have an easy bake oven… from 1963 . 00:02:19.040 --> 00:02:22.150 There’s also the fact that shipbuilders  just don’t have enough workers 00:02:22.150 --> 00:02:23.589 to meet the Navy’s demands 00:02:23.589 --> 00:02:26.167 . It’s surprisingly not  a lucrative job. 00:02:26.167 --> 00:02:28.080 And even with the workers 00:02:28.080 --> 00:02:32.480 already in the industry, a majority of  them just don’t have enough experience 00:02:32.480 --> 00:02:38.320 So it takes more time and money to  just maintain what the US already has, 00:02:38.320 --> 00:02:41.680 let alone building more ships to counter China. 00:02:41.680 --> 00:02:43.796 Because, as it turns out, building ships is  hard. 00:02:43.796 --> 00:02:46.640 Even when they’re not in a bottle . 00:02:46.640 --> 00:02:51.600 So despite billions of dollars of investment  into getting the US to crank out more ships, 00:02:51.600 --> 00:02:54.400 there’s still not enough shipyards or workers. 00:02:54.400 --> 00:02:56.720 And that’s because, according to the new report, 00:02:56.720 --> 00:02:59.519 the US Navy and the Office of the Secretary  of Defense 00:02:59.519 --> 00:03:03.040 aren’t “fully coordinating their shipbuilding investments 00:03:03.040 --> 00:03:07.360 to prevent  duplication or overlap in spending”. 00:03:07.360 --> 00:03:08.340 Communication problems. 00:03:08.340 --> 00:03:12.320 I don’t know if they  need budget management or couples counseling. 00:03:12.320 --> 00:03:14.910 Another problem is that the Navy hasn’t even set goals 00:03:14.910 --> 00:03:18.320 or measurable targets for  what to do with all that money. 00:03:18.320 --> 00:03:23.280 Unfortunately, this poor communication  is considered a feature, not a bug. 00:03:23.280 --> 00:03:27.920 A very expensive, naive bug  with poor communication skills. 00:03:27.920 --> 00:03:34.000 Navy leadership discourages using quality  control tools such as monetary penalties 00:03:34.000 --> 00:03:38.160 if contractors submit late  and/or poor-quality work. 00:03:38.160 --> 00:03:40.902 In other words if they screw up, they still  get the money. 00:03:40.902 --> 00:03:43.382 You wouldn’t handle your money like that. 00:03:43.382 --> 00:03:47.440 But the government,  will handle your money like that. 00:03:47.440 --> 00:03:51.970 The Navy has also actually reduced  inspections by almost 50 percent, 00:03:51.970 --> 00:03:57.280 all for the sake of maintaining “strong  working relations” with contractors. 00:03:57.280 --> 00:04:00.160 That’d be like hiring a guy to redo  your bathroom, 00:04:00.160 --> 00:04:04.060 he reworks the plumbing to make the contents of your septic tank 00:04:04.060 --> 00:04:06.560 shoot out of your shower head, you say, 00:04:06.560 --> 00:04:09.040 “Great job!” because you want to make sure 00:04:09.040 --> 00:04:12.720 he  wants to work with you on other future projects. 00:04:12.720 --> 00:04:16.730 To make matters worse, the Navy doesn’t even  have a strategy 00:04:16.730 --> 00:04:20.122 for managing the US’s ship industrial base— 00:04:20.122 --> 00:04:23.760 that’s the system  of shipyards, suppliers, workers, 00:04:23.760 --> 00:04:27.840 and infrastructure that supports  building and maintaining ships. 00:04:27.840 --> 00:04:32.960 The Navy’s theme song should be changed  from “In the Navy” to “Living on a Prayer. 00:04:32.960 --> 00:04:35.920 And the Navy is sending so many  mixed messages to shipyards, 00:04:35.920 --> 00:04:39.760 they have no idea what to expect  from one year to the next. 00:04:39.760 --> 00:04:44.480 “The Navy's plans for building and  repairing ships vary from year to year.” 00:04:44.480 --> 00:04:49.040 So that’s like asking someone to bake you  the world’s largest black forest cake, 00:04:49.040 --> 00:04:51.878 but they only have an easy bake oven… from  1963 . 00:04:51.878 --> 00:04:53.840 And then halfway through you say, 00:04:53.840 --> 00:04:57.200 “Nevermind. I actually want a beef wellington. 00:04:57.200 --> 00:04:58.800 Priorities are screwed up as well. 00:04:58.800 --> 00:05:02.720 Take the very expensive, new USS Gerald Ford. 00:05:02.720 --> 00:05:07.190 “the Navy ditched battle-tested features  found on previous carriers 00:05:07.190 --> 00:05:10.049 and instead went with more expensive technology 00:05:10.049 --> 00:05:12.720 that  hasn’t always worked out as expected.” 00:05:12.720 --> 00:05:17.360 Yeah that’s a good way to spend  more money and not have more ships. 00:05:17.360 --> 00:05:21.170 Probably one of the worst  examples in recent history of Navy mismanagement 00:05:21.170 --> 00:05:24.160 was only  publicly reported last December. 00:05:24.160 --> 00:05:27.684 The Navy wanted to modernize 7 guided-missile  cruisers 00:05:27.684 --> 00:05:29.760 .Upgrade them so they could get a few 00:05:29.760 --> 00:05:31.140 more years of service out of them. 00:05:31.140 --> 00:05:34.640 5 years. Okay. Fine. Makes sense. 00:05:34.640 --> 00:05:36.162 Only 3 were completed. 00:05:36.162 --> 00:05:41.360 And none of them will  get the full 5 extra years of service life. 00:05:41.360 --> 00:05:44.720 The Navy wasted $1.8 billion dollars on that. 00:05:44.720 --> 00:05:48.480 This was such a brutal blow to the  US I’m surprised the remnants of 00:05:48.480 --> 00:05:51.600 ISIS didn’t try to claim responsibility for it. 00:05:51.600 --> 00:05:53.087 Clearly, something needs fixing. 00:05:53.087 --> 00:05:56.548 But apparently  the Navy isn’t taking those recommendations seriously 00:05:56.548 --> 00:05:58.540 . Because to them, if it ain’t broke… 00:05:58.540 --> 00:06:02.160 actually it is broke, but still don’t fix it. 00:06:02.160 --> 00:06:05.760 In another recent report, the Government  Accountability Office said it had made 00:06:05.760 --> 00:06:08.220 90 recommendations to the Navy since  2015. 00:06:08.220 --> 00:06:10.560 The Navy agreed with many of them, 00:06:10.560 --> 00:06:13.840 but “has only fully or partially addressed  30, 00:06:13.840 --> 00:06:16.800 with 60 recommendations unaddressed.” 00:06:16.800 --> 00:06:19.120 This is an immediate problem. 00:06:19.120 --> 00:06:23.245 Some experts think China will try to invade  Taiwan in 2027. 00:06:23.245 --> 00:06:25.120 That’s 2 years from now. 00:06:25.120 --> 00:06:29.065 Is the US Navy capable of fighting a war like  that? 00:06:29.065 --> 00:06:34.160 Or are we S.O.L.: ship out of luck. 00:06:34.160 --> 00:06:36.370 Well, the Trump Administration is trying to  do something. 00:06:36.370 --> 00:06:38.880 But it’s very late in the day. 00:06:38.880 --> 00:06:41.430 China builds more than half the  world’s ships. 00:06:41.430 --> 00:06:44.830 But that’s about to get very expensive for China 00:06:44.830 --> 00:06:48.080 and any  company or country that uses them. 00:06:48.080 --> 00:06:54.000 Trump wants to charge Chinese ships  $1million dollars for every port call. 00:06:54.000 --> 00:06:58.160 And most ships make around 3  port calls per voyage to the US. 00:06:58.160 --> 00:07:02.720 Trump also announced the creation of a new  Office of Shipbuilding in the White House. 00:07:02.720 --> 00:07:08.080 And put out an executive order called  Restoring America’s Maritime Dominance. 00:07:08.080 --> 00:07:12.817 Various government agencies will work together  with the White House to create a “Maritime Action Plan 00:07:12.817 --> 00:07:18.080 .” It’s about countering China and building  back up America’s Maritime Industrial Base. 00:07:18.080 --> 00:07:20.960 It calls for a ton of reviews on shipbuilding  programs, 00:07:20.960 --> 00:07:23.600 procurement rules, regulations, 00:07:23.600 --> 00:07:25.631 and the US maritime workforce, 00:07:25.631 --> 00:07:28.651 as well  as new funding mechanisms and financial incentives 00:07:28.651 --> 00:07:33.280 to promote investments into US  shipyards and subcomponent supply chains. 00:07:33.280 --> 00:07:35.520 So essentially, all the things that would have 00:07:35.520 --> 00:07:37.380 been common sense to do years  ago. 00:07:37.380 --> 00:07:39.680 Revolutionary, I know. 00:07:39.680 --> 00:07:42.000 There’s also a bunch of red tape getting cut. 00:07:42.000 --> 00:07:44.799 And even DOGE is getting in on the  action. 00:07:44.799 --> 00:07:47.370 They’ll do their own review of the DoD 00:07:47.370 --> 00:07:50.480 and Homeland Security  vessel procurement processes. 00:07:50.480 --> 00:07:54.560 And as always, Trump is putting  an emphasis on education. 00:07:54.560 --> 00:07:57.562 He wants to modernize the US Merchant Marine  Academy. 00:07:57.562 --> 00:08:01.494 These guys are critical to sea-based commerce during peace 00:08:01.494 --> 00:08:05.680 and the transportation  of cargo and personnel by sea during war. 00:08:05.680 --> 00:08:07.360 Very important job. 00:08:07.360 --> 00:08:09.088 But the number of them has declined 00:08:09.088 --> 00:08:14.160 from roughly  50,000 in 1960 to less than 10,000 today. 00:08:14.160 --> 00:08:17.440 I haven’t seen a decline that sharp in the  same timeframe 00:08:17.440 --> 00:08:19.840 outside of Bill Cosby’s fanbase. 00:08:19.840 --> 00:08:23.680 This was a priority for Trump even  back during his first term in office. 00:08:23.680 --> 00:08:26.483 Trump also wants to offer scholarships  to maritime experts 00:08:26.483 --> 00:08:27.920 from allied countries 00:08:27.920 --> 00:08:29.680 to teach at US institutions. 00:08:29.680 --> 00:08:32.160 Probably Japan and South Korea. 00:08:32.160 --> 00:08:36.000 Navy Secretary John Phelan has been  busy visiting a lot of shipyards 00:08:36.000 --> 00:08:39.680 and building relationships with  partners to aid in shipbuilding. 00:08:39.680 --> 00:08:42.320 He made his first international trip to Japan, 00:08:42.320 --> 00:08:43.680 And then to South Korea, 00:08:43.680 --> 00:08:45.723 two powerful shipbuilding allies . 00:08:45.723 --> 00:08:48.720 that  the US wants closer collaboration with 00:08:48.720 --> 00:08:52.400 It’s still early in Trump's second term so  I’m sure there will be more developments 00:08:52.400 --> 00:08:54.490 But the clock is ticking. 00:08:54.490 --> 00:08:57.191 And we don’t want to be SOL. 00:08:57.191 --> 00:08:58.203 But what do you think? 00:08:58.203 --> 00:09:01.280 Leave your  expertly crafted analysis in the comments below. 00:09:01.280 --> 00:09:04.400 Once again, I’m Chris Chappell. Thank  you for watching America Uncovered.
