The powerful pro-Israel lobby pulling the EU’s strings

  • 0:04 - 0:06
We've all heard about the American Israel
  • 0:06 - 0:08
Public Affairs Committee, or APEC, the
  • 0:08 - 0:10
    powerful pro-israel lobby group shaping
  • 0:10 - 0:12
US politics. But little is known about
  • 0:12 - 0:14
    its main counterparts operating across
  • 0:14 - 0:17
the Atlantic in Europe and England that's
  • 0:17 - 0:19
quietly pulling strings in both the EU
  • 0:19 - 0:22
    and British parliaments. So who's
  • 0:22 - 0:24
behind the group, what do they want and
  • 0:24 - 0:26
why are they operating under the radar?
  • 0:29 - 0:32
Meet El Net, Europe's most influential
  • 0:32 - 0:34
Israel lobby group. El Net, which stands
  • 0:34 - 0:36
    for European Leadership Network, presents
  • 0:36 - 0:38
itself as an NGO promoting shared
  • 0:38 - 0:40
    democratic values between Europe and
  • 0:40 - 0:42
Israel. But a closer look reveals an
  • 0:42 - 0:45
    entirely different agenda. Founded in
  • 0:45 - 0:47
2007 with offices across Europe and
  • 0:47 - 0:49
England, El Net's purpose is to align
  • 0:49 - 0:52
    European MP's with pro-israel narratives
  • 0:52 - 0:54
and to ensure that Tel Aviv's interests
  • 0:54 - 0:56
get a direct line into European
  • 0:56 - 0:59
    decision-making. The man behind it?
  • 0:59 - 1:01
Ranan Elias, who first dealt with
  • 1:01 - 1:04
European affairs at AIPAC and later at
  • 1:04 - 1:06
    the Israeli National Security Council.
  • 1:06 - 1:09
His words in 2008 were clear. If
  • 1:09 - 1:12
groups like ours had even 10% of the
  • 1:12 - 1:14
budget of US pro Israel lobbies, we
  • 1:14 - 1:17
    could change European policies. And
  • 1:17 - 1:20
that's exactly what Elnat has been trying
  • 1:20 - 1:20
    to do.
  • 1:26 - 1:28
But how is El Nat influencing European
  • 1:28 - 1:30
    and British politicians?Simple
  • 1:30 - 1:33
    direct engagement. El Nat cultivates
  • 1:33 - 1:35
personal ties with key figures and
  • 1:35 - 1:37
individual lawmakers. As a core tactic,
  • 1:37 - 1:40
it sends lawmakers on luxury, all
  • 1:40 - 1:42
expenses paid trips to Israel, framing
  • 1:42 - 1:45
them as educational experiences. In the
  • 1:45 - 1:47
first seven months after Tel Aviv
  • 1:47 - 1:49
launched its genocidal war on Palestine's
  • 1:49 - 1:52
Gaza on October 7th, 2023, Elnet
  • 1:52 - 1:55
arranged over 20 trips, sending nearly
  • 1:55 - 1:57
    300 parliamentarians from both the
  • 1:57 - 2:00
EU and the UK to Israel. But these
  • 2:00 - 2:02
trips aren't just for show. They're
  • 2:02 - 2:04
designed to get MPs on board with
  • 2:04 - 2:07
Israel's narratives and to push Tel
  • 2:07 - 2:09
    Aviv's agenda into related policies.
  • 2:10 - 2:12
Among the many attendees were UK
  • 2:12 - 2:14
    politicians Andrew Percy. And Anthony
  • 2:14 - 2:16
    Higginbotham, who declared that the
  • 2:16 - 2:19
troops were donations. Numerous UK Labour
  • 2:19 - 2:21
Party members also received money from
  • 2:21 - 2:23
Elnat amid Israel's ongoing war on Gaza.
  • 2:23 - 2:26
    A 2024 report by Declassified
  • 2:26 - 2:29
    UK revealed that nine Conservative
  • 2:29 - 2:31
MPs received funds from pro Israel
  • 2:31 - 2:34
groups, including Elnat, and key figures
  • 2:34 - 2:37
like John Woodcock, the Baron of Walney,
  • 2:37 - 2:39
joined Elnat's online briefings about Tel
  • 2:39 - 2:41
    Aviv's atrocities in the Palestinian
  • 2:42 - 2:44
enclave. El Net's lobbying led to
  • 2:44 - 2:46
    increased support among EU politicians
  • 2:46 - 2:48
for Israeli policies that had previously
  • 2:48 - 2:50
come under heavy criticism from some EU
  • 2:50 - 2:53
    member states and neutralized opposition
  • 2:53 - 2:55
to Tel Aviv's actions in Palestine, such
  • 2:55 - 2:57
as those related to its illegal
  • 2:57 - 3:00
settlements or its brutal war on Gaza.
  • 3:00 - 3:03
El Net Israel CEO Emmanuel Navon says
  • 3:03 - 3:05
    parliamentary delegations to Israel
  • 3:05 - 3:08
directly impact the level of support Tel
  • 3:08 - 3:11
Aviv receives from Western countries. In
  • 3:11 - 3:13
May 2024, he told supporters that El Net
  • 3:13 - 3:15
    had influenced the European Parliament's
  • 3:15 - 3:17
    resolution conditioning a Gaza
  • 3:17 - 3:20
ceasefire and the release of Israeli
  • 3:20 - 3:22
hostages and the defeat of Hamas.
  • 3:23 - 3:25
Now, this resolution would never have
  • 3:25 - 3:26
been passed without the many years of
  • 3:26 - 3:28
work done by El Net or those
  • 3:28 - 3:30
    parliamentarians that have literally
  • 3:30 - 3:32
turned them around as pro Israeli as
  • 3:32 - 3:35
being pro Israel after visiting Israel.
  • 3:36 - 3:38
So the question now is, besides Israel,
  • 3:38 - 3:40
who else is funding El Net?
  • 3:41 - 3:43
    Unsurprisingly, tracking the money leads
  • 3:43 - 3:46
us back across the Atlantic to the US. El
  • 3:46 - 3:48
Net's primary funding comes from private
  • 3:48 - 3:50
donations often linked to anti Muslim
  • 3:50 - 3:53
groups and prominent pro Israel and pro
  • 3:53 - 3:56
    Republican billionaires. For years, El
  • 3:56 - 3:58
Net has copied the modus operandi of the
  • 3:58 - 4:00
US's Israeli lobbies. The group's US
  • 4:00 - 4:02
based fundraising arm called Friends of
  • 4:02 - 4:05
El Net or Fel Net. Is led by former
  • 4:05 - 4:07
Israeli diplomat David Siegel, who also
  • 4:07 - 4:10
overseas a majority of El Net's budget.
  • 4:10 - 4:13
Fel Net raised over $7,000,000 in
  • 4:13 - 4:15
2022, a million more than in
  • 4:15 - 4:18
2021. Other donors include Bernie Marcus,
  • 4:18 - 4:20
the co-founder of Home Depot, and
  • 4:20 - 4:23
billionaire Larry Meisel, as well as the
  • 4:23 - 4:26
Lisa and Michael Lafell Foundation linked
  • 4:26 - 4:28
    to billionaire investor Michael Lafell.
  • 4:28 - 4:29
Funding also comes in from American
  • 4:29 - 4:31
    billionaires tied to various
  • 4:31 - 4:33
    transatlantic groups promote
  • 4:33 - 4:35
    Islamophobia. And finance illegal Israeli
  • 4:35 - 4:38
settlements such as Miriam Adelson and
  • 4:38 - 4:41
    Nina Rosenwald. Still, since
  • 4:41 - 4:43
Elnet's budgets and donors are only
  • 4:43 - 4:45
    partially disclosed and information about
  • 4:45 - 4:48
the exact allocations of funds remains
  • 4:48 - 4:50
scarce, the influence of the group's
  • 4:50 - 4:53
    undisclosed contributions on European
  • 4:53 - 4:56
    policy making warrants further
  • 4:56 - 4:56
    scrutiny.
  • 5:00 - 5:02
Elnet's lobbying also extends into. The
  • 5:02 - 5:04
tech, defense and business sectors. The
  • 5:04 - 5:06
lobby group uses its influence to secure
  • 5:06 - 5:08
lucrative trade deals with EU countries.
  • 5:09 - 5:11
These deals promote the use of Israeli
  • 5:11 - 5:12
defense and tech firms in sectors like
  • 5:12 - 5:15
    cybersecurity, AI and Agritech.
  • 5:16 - 5:18
In 2017, Alnet successfully lobbied for
  • 5:18 - 5:21
the continuation of the European Israeli
  • 5:21 - 5:23
Association Agreement, which is a legal
  • 5:23 - 5:25
    framework aimed at fostering political
  • 5:25 - 5:28
    dialogue and Economic cooperation between
  • 5:28 - 5:31
Tel Aviv and the EU. These efforts help
  • 5:31 - 5:33
Israeli companies access EU funding and
  • 5:33 - 5:36
markets. So after peeling back a
  • 5:36 - 5:38
    few layers of Elnet's vast
  • 5:38 - 5:41
operations across Europe, we have to ask
  • 5:41 - 5:44
who's really benefiting more from this
  • 5:44 - 5:47
lobby group, Europe citizens or Israel?
