California Turning Red? Alleged Chinese Spy Caught in California Election

  • 0:00 - 0:07
Yet another alleged Chinese spy has been charged,
this time working for a local politician in
  • 0:07 - 0:14
California! Even worse, all of these spies might
be part of a wider scheme to influence US policy.
  • 0:14 - 0:16
Welcome to China Uncensored, I’m Chris Chappell.
  • 0:16 - 0:20
    Another alleged Chinese spy has
been caught in the United States–
  • 0:20 - 0:21
    this time, in California!
  • 0:21 - 0:28
The spy was charged after working as a campaign
manager for a local politician elected in 2022.
  • 0:28 - 0:33
The politician has gone unnamed in the
reporting,  but we do know that the alleged
  • 0:33 - 0:38
spy was located in the town of Chino Hills.
The US Department of Justice announced that
  • 0:38 - 0:45
the man in question is 64 year-old Yaoning “Mike”
Sun, who was arrested last Thursday and charged
  • 0:45 - 0:52
with acting as an illegal agent of China, as well
as conspiring with another man named Chen Jun.
  • 0:52 - 0:55
Chen Jun also called John Chen,
  • 0:55 - 0:58
    was sentenced to prison last
month for acting as an illegal
  • 0:58 - 1:01
agent of the Chinese Communist Party and bribery.
  • 1:01 - 1:08
This is the guy who tried to bribe an IRS agent
to go after Falun Gong practitioners in the US.
  • 1:08 - 1:12
If convicted, Sun could face up
to a decade in prison for acting
  • 1:12 - 1:15
illegally as an agent of a foreign government,
  • 1:15 - 1:20
in addition to another five years for
conspiring to commit offenses against the US.
  • 1:20 - 1:23
So what were these men up to, exactly?
  • 1:23 - 1:30
According to the criminal complaint, in 2022
and early 2023, Chen was in active communication
  • 1:30 - 1:37
with CCP officials regarding local US
    politicians the CCP could “influence,”
  • 1:39 - 1:42
and the election of someone only referred to as
  • 1:42 - 1:44
    “Individual 1.”
  • 1:44 - 1:47
It would seem that’s the unnamed
    politician we mentioned earlier.
  • 1:47 - 1:52
Chen allegedly told Sun to prepare
a report on the election, which was
  • 1:52 - 1:57
then sent to Chinese government officials.
Chen also allegedly told those officials
  • 1:57 - 2:04
that Sun and this “Individual 1” are
part of a “basic team dedicated for us.”
  • 2:04 - 2:09
Dang, did he really need to call them
    basic? That seems needlessly petty.
  • 2:09 - 2:15
Around a month after that election, Chen set
up a lunch with Sun and others at a restaurant,
  • 2:15 - 2:17
with Chen telling Chinese officials that it was a
  • 2:17 - 2:21
    “core member lunch,” although
    Individual 1 wasn’t present.
  • 2:21 - 2:25
Chen also told the CCP officials
    that the gathering was successful,
  • 2:25 - 2:32
with attendees agreeing to create a “US-China
    Friendship Promotional Association.”
  • 2:32 - 2:38
Then, in early 2023, he allegedly instructed
Sun to write another report for CCP officials
  • 2:38 - 2:43
about the both of them “cultivating
    and assisting” Individual 1’s success.
  • 2:43 - 2:43
Reminder, whoever this Invidiual 1 is,
is now an elected US representative.
  • 2:43 - 2:46
As that report was being finalized
    in February of last year,
  • 2:46 - 2:51
Sun  sent Chen a proposal to
    combat “anti-China forces”
  • 2:51 - 2:55
by marching in a US Independence
    Day Parade in Washington DC.
  • 2:55 - 3:00
My guess is they wanted to spy on or
harass groups critical of the CCP.
  • 3:00 - 3:01
    While the two were cooperating,
  • 3:01 - 3:06
    Sun  allegedly asked Beijing to
provide them with a budget of $80,000.
  • 3:06 - 3:08
    But it didn’t stop there!
  • 3:08 - 3:09
    According to the criminal complaint,
  • 3:09 - 3:16
Sun and Chen both discussed a trip to China
    to meet with unspecified “leadership.”
  • 3:16 - 3:23
Then in August 2023, Sun and Individual
1  ended up traveling to China together.
  • 3:23 - 3:28
Totally normal for a US politician. I’m not being
sarcastic. This kind of thing happens so much,
  • 3:28 - 3:32
it’s basically normal. I didn’t say it was good.
  • 3:32 - 3:36
Now the problem is most Americans
don’t really care about local politics.
  • 3:36 - 3:38
They focus more on the big show.
  • 3:38 - 3:43
But China cares. Because they understand
the US system better than most Americans.
  • 3:43 - 3:48
You see, while on the federal level, the US
government is fighting against CCP influence
  • 3:48 - 3:52
    The US has separation of
    federal and state powers.
  • 3:52 - 3:56
    Local governments, from states to
towns, have a lot of power. Y’know,
  • 3:56 - 4:00
locally. And that’s where CCP spies shine.
  • 4:01 - 4:04
According to a new report from the
Foundation for the Defense of Democracies,
  • 4:04 - 4:08
    Beijing’s subnational reach
into the US is actually the
  • 4:08 - 4:12
    driving force behind the CCP’s
    influence campaign in the country.
  • 4:12 - 4:17
The report notes that while the federal government
is focused largely on national security issues
  • 4:17 - 4:19
    and international trade policy
  • 4:19 - 4:23
state and local governments pay more
    attention to economic development on
  • 4:23 - 4:28
the ground – who has a job and whatnot
    – which is easier for CCP agents to
  • 4:28 - 4:29
    manipulate
    .
  • 4:29 - 4:31
This is something the CCP admits it’s doing.
  • 4:31 - 4:36
State-run Xinhua says “state and local governments
are more ‘pragmatic’ than their federal
  • 4:36 - 4:42
counterparts, focused on ‘employment and economic
    development’ rather than security concerns.”
  • 4:42 - 4:47
That Xinhua report also said that local and
state governments are actively seeking out
  • 4:47 - 4:54
    partnerships with China, and, according
to the FDD, this attitude is bipartisan.
  • 4:54 - 4:59
Because forget blue and red, the only color
any politician cares about is green corner box.
  • 4:59 - 5:03
In other words, the CCP has
    an entire supply of willing
  • 5:03 - 5:07
    collaborators regardless of political affiliation.
  • 5:07 - 5:10
China offers investments to local politicians.
  • 5:10 - 5:16
The local politicians can then tout all the
prosperity they brought to get reelected.
  • 5:16 - 5:19
And China gains more and more control over the
  • 5:19 - 5:24
    United States without ever
    firing a single bullet.
  • 5:24 - 5:29
According to the FDD China is doing this
on a scale unmatched by any other country,
  • 5:29 - 5:32
    even the former Soviet Union.
  • 5:32 - 5:36
I don’t know if that makes Joseph McCarthy’s
ghost corner box feel better or worse.
  • 5:36 - 5:39
    And because this is happening
on a state and local level,
  • 5:39 - 5:43
    it “can bypass security mechanisms
that exist at the national level.
  • 5:43 - 5:47
Which is exactly what we have seen with
    local politicians throughout the US,
  • 5:47 - 5:49
    especially in California.
  • 5:49 - 5:54
    Like Governor Gavin Newsom’s Beijing
meeting with Xi Jinping last year,
  • 5:54 - 5:57
at a time when President Biden
    couldn’t get an audience.
  • 5:57 - 6:01
    Then there’s San Francisco Mayor
London Breed’s own visit to Beijing
  • 6:01 - 6:04
to promote post-pandemic tourism to the Bay Area.
  • 6:04 - 6:09
Breed: “We were truly successful in our
trip. We had numerous meetings with
  • 6:09 - 6:14
    government officials, with airlines,
and with business leaders. We held a
  • 6:14 - 6:20
business forum of people who have interest
in not only doing business in San Francisco,
  • 6:20 - 6:25
    but investing in San Francisco.”
Newsom and Breed really want to please Xi.
  • 6:25 - 6:30
Who could forget how San Francisco cleaned
itself up for Xi Jinping’s visit during APEC,
  • 6:30 - 6:33
    something that never happened
for the benefit of the locals.
  • 6:33 - 6:37
This is an invasion. It’s just
    done without the military.
  • 6:37 - 6:40
And as the FDD report makes
    clear, “China’s consulates
  • 6:40 - 6:45
also serve as footholds through which to
    disseminate information and influence.
  • 6:45 - 6:50
This was why the first Trump Administration
closed down the Chinese consulate in Houston.
  • 6:50 - 6:54
The Chinese Communist Party can use its
investment promises as well as local events
  • 6:54 - 7:00
    sponsored by consulates to influence
    average voters’ opinions of China,
  • 7:00 - 7:03
just as they are with the
    local and state politicians.
  • 7:03 - 7:07
Especially on sensitive issues like Taiwan
  • 7:07 - 7:10
    And the treatment of Falun
    Gong practitioners in the US.
  • 7:10 - 7:14
Which Chen Jun himself claimed was his goal.
  • 7:14 - 7:16
Of course, when it comes to influence operations,
  • 7:16 - 7:21
the CCP has many cards up its sleeve.
    Hopefully that’s getting banned soon.
  • 7:21 - 7:23
But if they can get Americans at the grassroots
  • 7:23 - 7:28
level to support the CCP through
    local politics, all the better.
  • 7:28 - 7:31
    The American Federal Government’s
plans to pressure China and halt
  • 7:31 - 7:34
its long reach into the US
    are a welcome step forward,
  • 7:34 - 7:39
and so is the fact that so many of these
spies are getting caught and prosecuted.
  • 7:39 - 7:45
But, overall, the FDD report notes that US
policy responses to China lack coordination.
  • 7:45 - 7:48
A more cohesive, integrated approach is needed
  • 7:48 - 7:53
to address this complex issue and
limit the CCP’s reach in the US.
  • 7:53 - 7:59
And very importantly, the average American
needs to know the true nature of the CCP. And
  • 7:59 - 8:04
not to toot my own horn, but I think China
Uncensored plays an important role in that.
  • 8:04 - 8:08
Sadly, I’ve noticed YouTube has been
    shadow banning China Uncensored,
  • 8:08 - 8:12
    while promoting pro-CCP content.
  • 8:12 - 8:17
I need your help. I’m collecting data that I
can use to present to the media and government.
  • 8:17 - 8:22
Please take five minutes out of your day
to fill out this survey. The link is below.
  • 8:22 - 8:26
    It’s about time every American
stood up to the CCP and fought back.
  • 8:26 - 8:29
    Once again, I’m Chris
    Chappell. See you next time.
