    , and it's a US territory

    Okay, back to CNNI.

    Notice that it's the closest US territory to China.

    It's also right above Guam, which has a couple of US military bases

    . Both of those things are important

    . The largest island in CNMI is Saipan
  • 1:20 - 1:25
    . You may have heard of it because one of the biggest battles of World War II in the Pacific
  • 1:25 - 1:26
    was the Battle of Saipan
  • 1:26 - 1:31
    . The US Department ofDefense is currently pumping $800 million
  • 1:31 - 1:34
    into CNMI to upgrade its military facilities
  • 1:34 - 1:37
    because in a war with China over Taiwan
  • 1:37 - 1:41
    , this place would be, let's say, pretty relevant
  • 1:41 - 1:44
    . The Chinese Communist Party knows that.
  • 1:44 - 1:50
    Which means the CCP's political warfare in CNMI is off the charts
  • 1:50 - 1:53
    . Political warfare is how the CCP conquers a place
  • 1:53 - 1:55
    without firing a single shot.
  • 1:55 - 1:59
    For years, CNMI's governor Arnold Palasios
  • 1:59 - 2:01
    had tried to root out corruption,
  • 2:01 - 2:06
    some of which is tied to CCP influence operations and Chinese money
  • 2:06 - 2:08
    . Most recently, in April 2025,
  • 2:08 - 2:11
    he sent a letter calling for an investigation,
  • 2:11 - 2:13
    saying he had considerable evidence
  • 2:13 - 2:16
    to provide directly to the FBI.
  • 2:16 - 2:21
    The governor also repeatedly asked the federal government for help auditing
  • 2:21 - 2:24
    CNMI's government, including figuring
  • 2:24 - 2:29
    out where over a billion dollars of COVID relief money had gone
  • 2:29 - 2:32
    . This man was asking for more accountants
  • 2:32 - 2:36
    . He was asking to be audited by the government.
  • 2:36 - 2:39
    That didn't make him the most popular guy
  • 2:39 - 2:46
    . You know, sometimes maybe I'll just fold my 10 and raise my hand, say
  • 2:46 - 2:48
    "Okay, maybe I got it wrong."
  • 2:49 - 2:54
    Because sometimes I feel like I'm just a John John the Baptist out in the desert.

    Seriously, that's sometimes how that's how lonely
  • 2:58 - 3:01
    it has been for the past 9 to 10 months.

    Governor Palasios was also trying to end
  • 3:04 - 3:07
    CNMI's economic overreiance on Chinese money
  • 3:07 - 3:11
    . That didn't make him the most popular guy with the CCP either.

    Governor Palasios was the only outspoken CNMI official standing up to CCP influence
  • 3:18 - 3:19
    and public corruption.
  • 3:19 - 3:24
    And he died suddenly last week,
  • 3:24 - 3:30
    which means now is the critical time to launch an investigation before evidence
  • 3:30 - 3:33
    can be hidden or destroyed
  • 3:33 - 3:35
    . So, how bad are things in CNMI
  • 3:35 - 3:37
    ? Let's talk about moneyaundering
  • 3:37 - 3:39
    . This is Swayi Jay.

    Yeah, you can already tell the story is going to be good just from that hat
  • 3:42 - 3:44
    . This is her son, Gi Shiao
  • 3:44 - 3:47
    . Sway and J made money
  • 3:47 - 3:48
    in real estate and pawn shops in
  • 3:48 - 3:52
    northern China. Then they moved down to
  • 3:52 - 3:54
    Macau and became junket operators.
  • 3:54 - 3:57
    Junkits are how China's filthy rich use
  • 3:57 - 4:00
    Macau's casinos to launder their money.
  • 4:00 - 4:04
    Then in 2014, the CCP started cracking
  • 4:04 - 4:07
    down on junkit operators. But that's okay
  • 4:07 - 4:10
    because Soy and her son had already
  • 4:10 - 4:14
    set their sights on Saipan on US soil.
  • 4:14 - 4:17
    Casinos were illegal in Saipan until
  • 4:17 - 4:19
    lawmakers fasttracked and passed a
  • 4:19 - 4:22
    casino bill in 2014. Remember the same
  • 4:22 - 4:24
    time China was cracking down on junkets
  • 4:24 - 4:26
    in Macau. And this is after three
  • 4:26 - 4:29
    previous casino bills had been defeated.
  • 4:29 - 4:31
    So what changed? Well, lawmakers were
  • 4:31 - 4:34
    taken on a factf finding mission to
  • 4:34 - 4:37
    Macau and saw just how great casinos were
  • 4:37 - 4:39
    . And that trip was arranged and
  • 4:39 - 4:43
    paid for by a company tied to Gi Shiao.
  • 4:43 - 4:47
    His mom sway J then won the only casino
  • 4:47 - 4:50
    license on Saipan through a company
  • 4:50 - 4:53
    eventually named Imperial Palace International
  • 4:53 - 4:55
    . According to Forbes,
  • 4:55 - 4:56
    critics of the casino bill thought the
  • 4:56 - 4:59
    bill was designed for Imperial Palace
  • 4:59 - 5:01
    International from the start.
  • 5:01 - 5:04
    As part of the license, Imperial Palace was
  • 5:04 - 5:07
    required to build a casino with 2,000
  • 5:07 - 5:11
    hotel rooms and pay $30 million in
  • 5:11 - 5:13
    gaming taxes upfront. But Imperial
  • 5:13 - 5:17
    Palace wanted to start a casino ASAP.
  • 5:17 - 5:19
    They didn't want to wait to build a
  • 5:19 - 5:23
    casino with 2,000 hotel rooms. So, in 2015
  • 5:23 - 5:25
    , they opened a temporary casino in
  • 5:25 - 5:28
    a duty-free mall on Saipan.
  • 5:28 - 5:32
    It was the size of a suburban olive garden. But
  • 5:32 - 5:33
    instead of unlimited bread sticks, it
  • 5:33 - 5:36
    was unlimited suspicious financial
  • 5:36 - 5:40
    activity. In just three months, this
  • 5:40 - 5:44
    cozy little casino reported $5.3
  • 5:44 - 5:50
    billion in VIP bets with fewer than 20 VIP tables.
  • 5:51 - 5:55
    Soon it was doing over $2 billion in VIP
  • 5:55 - 5:59
    bets a month. By the first half of 2017,
  • 5:59 - 6:02
    it was turning over nearly six times
  • 6:02 - 6:05
    more cash table for table than Macau
  • 6:05 - 6:08
    casinos. Yeah, a casino the size of an
  • 6:08 - 6:11
    Olive Garden was doing better than Macau
  • 6:11 - 6:14
    casinos, which dwarf the ones in Vegas.
  • 6:14 - 6:17
    And remember, Macau is a notorious money
  • 6:17 - 6:20
    laundering hub. Bloomberg News
  • 6:20 - 6:22
    interviewed a bunch of casino executives
  • 6:22 - 6:25
    who all said there was no way Imperial
  • 6:25 - 6:28
    Palace was generating these volumes
  • 6:28 - 6:30
    legitimately. In fact, one of the
  • 6:30 - 6:31
    executives burst out laughing.
  • 6:31 - 6:34
    I mean, if the story doesn't make you
  • 6:34 - 6:37
    laugh, it'll make you cry. Imperial
  • 6:37 - 6:39
    Palace did a bunch of other sketchy
  • 6:39 - 6:41
    things in Saipan, like paying millions
  • 6:41 - 6:43
    of dollars in land leases to the family
  • 6:43 - 6:45
    members of the then governor. Let me
  • 6:45 - 6:49
    remind you this is all happening on US
  • 6:49 - 6:52
    soil. And oh, let's talk about who was
  • 6:52 - 6:55
    linked to Imperial Palace. It was paying
  • 6:55 - 6:58
    three former US governors and a former
  • 6:58 - 7:02
    FBI director as advisors.
  • 7:02 - 7:05
    And it also had a retired military judge
  • 7:05 - 7:07
    and a former CIA director on its board
  • 7:07 - 7:10
    of directors. Which really raises the
  • 7:10 - 7:13
    question, did anyone not get paid by
  • 7:13 - 7:15
    this casino? Hey, want to see this
  • 7:15 - 7:16
    picture I found of Sway Jay and
  • 7:16 - 7:21
    President Obama? Okay, I'm not saying that President Obama was involved in the casino
  • 7:21 - 7:24
    , but at some point in 2016,
  • 7:24 - 7:25
    several executives of Imperial Palace,
  • 7:25 - 7:29
    including Toy visited the US mainland
  • 7:29 - 7:31
    and somehow met with President Obama.
  • 7:31 - 7:34
    It's not clear why, but it gives you a
  • 7:34 - 7:36
    sense of how Imperial Palace was able to
  • 7:36 - 7:39
    tap into the top levels of American society
  • 7:39 - 7:41
    . Shaking hands with the US
  • 7:41 - 7:43
    president is pretty good for business.
  • 7:43 - 7:46
    Okay, back to the shady stuff.
  • 7:46 - 7:48
    Remember that huge casino Imperial Palace was
  • 7:48 - 7:51
    supposed to build? Well, they did build
  • 7:51 - 7:54
    it with shoddy construction, shoddy,
  • 7:54 - 7:57
    tasteless construction, and with
  • 7:57 - 7:59
    undocumented Chinese workers who were
  • 7:59 - 8:01
    getting constantly injured due to lack
  • 8:01 - 8:03
    safety standards. But it wasn't until a
  • 8:03 - 8:06
    worker fell to his death that the FBI
  • 8:06 - 8:08
    started looking into Imperial Palace.
  • 8:08 - 8:12
    How did those Chinese workers get to Saipan?
  • 8:13 - 8:16
    Well, CNMI is the only place in the US
  • 8:16 - 8:21
    where Chinese nationals can enter without a visa
  • 8:21 - 8:22
    . Under this visa waiver
  • 8:22 - 8:24
    program, they are only supposed to stay
  • 8:24 - 8:27
    for 14 days, and they're not supposed to
  • 8:27 - 8:30
    leave CNMI. It's all supposed to promote
  • 8:30 - 8:32
    Chinese tourism to CNMI.
  • 8:32 - 8:37
    But FBI raids on Imperial Palace found that hundreds
  • 8:37 - 8:39
    of Chinese had overstayed and were
  • 8:39 - 8:41
    illegally working construction. ,
  • 8:41 - 8:45
    Okay let's pause on the casino story for a minute
  • 8:45 - 8:47
    so we can talk about how insane it is
  • 8:47 - 8:49
    that Chinese citizens can just
  • 8:49 - 8:52
    enter the US without a visa.
  • 8:52 - 8:56
    This has caused all sorts of problems like
  • 8:56 - 9:00
    Chinese citizens illegally getting US driver's licenses
  • 9:00 - 9:04
    . In 2023, the head of CNMI's Bureau of Motor Vehicles
  • 9:04 - 9:06
    was sentenced to 5 years in prison for
  • 9:06 - 9:08
    providing these driver's licenses.
  • 9:08 - 9:12
    She charged $1,700 for a new license and
  • 9:12 - 9:14
    $300 for a renewal
  • 9:14 - 9:17
    . And I bet those Chinese nationals didn't even have to
  • 9:17 - 9:20
    wait in line. And despite not being
  • 9:20 - 9:25
    allowed to leave CNMI, hundreds of Chinese without visas
  • 9:25 - 9:26
    have been traveling to Guam
  • 9:26 - 9:30
    . Last year, seven Chinese nationals were arrested
  • 9:30 - 9:33
    trying to illegally enter Guam
  • 9:33 - 9:35
    during US missile testing.
  • 9:35 - 9:37
    Four of them were near a military base.
  • 9:37 - 9:41
    Okay, the frustrating thing here is that
  • 9:41 - 9:43
    the Imperial Palace story is so bad that
  • 9:43 - 9:45
    I don't even have time to tell you about
  • 9:45 - 9:48
    all the other really bad stuff the CCP
  • 9:48 - 9:51
    is doing, like about this guy, Yaong,
  • 9:51 - 9:54
    who was arrested in CMI for trying to
  • 9:54 - 9:59
    smuggle in liquid meth disguised in lava lamps
  • 9:59 - 10:01
    . In addition to his drug smuggling
  • 10:01 - 10:04
    network, he also had a birth tourism
  • 10:04 - 10:06
    business bringing Chinese women to
  • 10:06 - 10:08
    Saipan to have anchor babies.
  • 10:08 - 10:10
    They'd be US citizens.
  • 10:10 - 10:14
    And he was also arrested for murder in the Pacific island of Palao.

    Yeah, the meth smuggling, human
  • 10:17 - 10:18
    trafficking, possible murderer
  • 10:18 - 10:21
    is the less bad story here.

    Despite the clear threat to US national security
  • 10:25 - 10:27
    , the US government seems to
  • 10:27 - 10:29
    have barely scratched the surface of the
  • 10:29 - 10:32
    CCP's political warfare in CNMI.

    Do you think we should maybe stop letting

    Chinese nationals come into America without visas

    ? Okay, back to Imperial Palace

    . In 2019, the FBI raided the
  • 10:43 - 10:45
    former governor's office and Imperial
  • 10:45 - 10:47
    Palace during an investigation into
  • 10:47 - 10:50
    money laundering and wire fraud from foreign entities
  • 10:50 - 10:52
    . During that investigation
  • 10:52 - 10:54
    , the FBI did file a civil
  • 10:54 - 10:57
    forfeite complaint against a different company
  • 10:57 - 10:59
    , Mariana's Consultancy Services,
  • 10:59 - 11:00
    which was a consultant for Imperial
  • 11:00 - 11:03
    Palace, but they never filed anything
  • 11:03 - 11:06
    against Imperial Palace or the former governor
  • 11:06 - 11:08
    . And just a few weeks ago, the
  • 11:08 - 11:12
    FBI confirmed they are closing that investigation
  • 11:13 - 11:15
    May I remind you that Imperial Palace
  • 11:15 - 11:18
    had a former FBI director as an adviser
  • 11:18 - 11:22
    and a former CIA director on its board of directors.
  • 11:22 - 11:25
    Meanwhile, Imperial Palace had closed
  • 11:25 - 11:28
    during COVID and declared bankruptcy last year
  • 11:28 - 11:31
    . But that doesn't mean the story's over
  • 11:31 - 11:32
    . Because the company that's
  • 11:32 - 11:34
    trying to buy Imperial Palace's assets
  • 11:34 - 11:38
    and it casino license in CNMI, Team King
  • 11:38 - 11:41
    Investments, is closely linked to the
  • 11:41 - 11:43
    owners of Imperial Palace.
  • 11:43 - 11:45
    It's like the Corleó declared bankruptcy and sold
  • 11:45 - 11:48
    their olive oil company to their cousins
  • 11:48 - 11:50
    . Like I said earlier, Governor Palasios
  • 11:50 - 11:52
    was pretty much the only
  • 11:52 - 11:55
    official in CNMI speaking out against
  • 11:55 - 11:57
    CCP influence and trying to stop the
  • 11:57 - 11:59
    territo's dependence on Chinese money.
  • 11:59 - 12:02
    Meanwhile, CNMI's congressional
  • 12:02 - 12:04
    representative Kimberlin King Hines is
  • 12:04 - 12:07
    lobbying for more Chinese tourism, more
  • 12:07 - 12:11
    direct flights from mainland China, and
  • 12:11 - 12:14
    keeping the visa waiver program going
  • 12:14 - 12:17
    strong because it's worked really well so far
  • 12:19 - 12:20
    . And she's doing that despite the
  • 12:20 - 12:23
    fact that Chinese tourism hasn't
  • 12:23 - 12:26
    recovered since co and most tourists to
  • 12:26 - 12:30
    CNMI are now from South Korea, not China
  • 12:30 - 12:32
    . There are still people in CNMI
  • 12:32 - 12:35
    who are trying to stop CCP political warfare
  • 12:35 - 12:37
    . But after the sudden death of
  • 12:37 - 12:40
    Governor Palasios, they're scared. And
  • 12:40 - 12:42
    the window for a transparent
  • 12:42 - 12:44
    investigation into what's happening in
  • 12:44 - 12:46
    CNMI is rapidly closing.
  • 12:46 - 12:49
    If CNMI falls to political warfare,
  • 12:49 - 12:53
    this isn't just about an island chain in the Pacific.
  • 12:53 - 12:57
    It's about the CCP landing a beach head inside US territory
